Mr.
Maxwell Pereirakamath was born on 3 rd October, 1944 and schooled
at Mangalore's St.Aloysius. He then took degree with a B.Sc. and
Bachelors in Law from Bangalore University and holds a diploma
in Business Administration besides being in the Indian Police
Service currently. Prior to joining government service in the
year 1970, he managed his father's Coffee Estate in Sakleshpur
and was an Advocate in the Bangalore Court from 1967 to 1970.
Known
for his no-nonsense approach to curbing anti-social elements and
rioters and bringing order to chaotic conditions on city roads
in Delhi, Maxwell belongs to the Union Territories Cadre of the
I.P.S. and has worked with Delhi, Sikkim, Mizoram Police in various
capacities. After a stint as the Chief of Police for Pondicherry,
he is currently disciplining Delhi's Traffic as the Joint Commissioner
of Police for Traffic in Delhi. With various training programms
under his belt within Relations, Traffic Management and Road Safety,
in Management of Public Offices, Productivity and Personnel etc.
In addition, he has attended seminars and conferences in various
part of the world including Japan, Singapore, U.K., Canada and
in the U.S.A.
Called
the "high profile cop" of Delhi Police, the 31 year
long career of this gutsy officer is littered with laurels. Ten
national and four regional awards adorning the lapel of his uniform
have made him one of the most highly decorated Police Officers
in the country. A thoroughbred field officer with reputation for
taking the bull by his horns, Maxwell is the recipient of the
Indian Police Medal for Gallantry (1979), the Police Medal for
Meritorious Service (1987) and the President's Police Medal for
Distinguished Services(1995).
Outside
his profession, Maxwell is a Rotarian; he has been a Managing
Committee Member of the Chartered Institute of Transport of U.K.
(India Chapter); has been on the Traffic Engineering Committee
of the Indian Road Congress; a Life Member of the Indian Society
of Criminology, Institute of Road Safety Education; and an Executive
Committee Member of the Automobile Association of Upper India
in New Delhi; and a member on the Working Group constituted by
the Planning Commission on Road Accidents and Prevention of Injuries.
At various stages, he also held position in the State Transport
Authority of Delhi and the Technical Committee of the Delhi Development
Authority. Maxwell has had occasion interact on sponsored international
programmess and projects with the Nottingham Police, Scotland
Yard, the London Metropolitan Police in U.K.; the Metropolitan
Police of Washington, New York Metropolitan Police, the Police
Academy in New York and Seattle Administration (District Attorney's
Officer and the Police) in the U.S.A. As a Member of Board of
Directors of the New Delhi YMCA, he has interacted with YMCAs
at London, Nottingham, Glasgow, Washington, New York, Seattle,
Vancouver and Chicago. A man of diverse interests and many facet,
Maxwell besides his legal background being a Police Officer, is
a visiting faculty member at various Institutions Including the
National Police Academy, the Indian Institute of Public Administration
and the school of Planning and Architecture in Delhi; the Police
Training Colleges; the National Institute of High way safety and
the Indian Institute of Technology. A fluent speaker and prolific
writer, he has been interviewed widely on All-India Radio, the
Doordarshan and a plethora of India and Foreign TV networks including
CNN, BBC, ABN and STAR, with well over 250 appearances on television.
His versatility as a writer having earned him a nickname of "The
Thinking Policeman", his write-ups and article appear in
various publications and magazine including the national dailies
like the Times of India, the Hindustan Times, the Indian Express,
the Statesman and the pioneer. His book "Road Safety for
School" was published by the MacMillan Company of India in
1976. And he is working on some more, while researching on French
Colonial Policing in India, for a Ph.D. from Mumbai University
